Congress & Legislative Process


This course is designed to introduce students to the legislative process in the United States Congress. The impact of the inputs (constituents, elections, interest groups, the bureaucracy, the Supreme Court and the President) upon the congressional structure is discussed and analyzed, as well as the structure itself (rules, norms, procedures, the committee system, party leader- ship, congressional staff). Finally, the outputs of the legis- lative process are examined (policy-making, representation and legislative oversight). Throughout the course, students will participate in an ongoing simulation of the congressional legislative process so that they can experience the challenges of crafting legislation. Prerequisite(s): POL 102
